POST /api/tally/envelopes/{tokenId}/export
and bumps spend_seq (killing any prior receipt/ticket), then issues a spend_seq-pinned bearer ticket.
Home-chain only. The coin is now live in exactly ONE place: this bearer file. Redeem (Phase 2) brings it back live.
